Burning smell and visible smoke: get out and call 911 first. Then us. For a burst pipe, find the main shut-off, usually on the front wall of the basement where the service comes in, and close it.

Two houses on the same street can differ by a full day of labor. After the visit you get a fixed written quote that names the panel, breakers, conduit, permit and inspection, and says plainly that drywall patching is not in it.
For the site visit, yes, or someone with keys who can show us the basement and the panel. For the work itself, not always. Landlords with a tenant in a two-flat often hand over access and get a call when the inspection is done.
